Yes, the SPARQL server at that URL seems to be currently down.

Eyal, who is the supreme master of that SPARQL server will fix it in a 
moment :P

(If something like this happens when trying to connect to a sparql 
server, then just try accessing the URL in a browser, if that does not 
work, then the sparql endpoint is not up. happens sometimes.)
