[Nettopo] For downloading NetTopo in China

Hi,

A number of users from China reported that the NetTopo source code cannot be downloaded from SourceForge.

The reason was recently investigated. 

It was caused by the Chinese Universities Internet, so call Xiao Yuan Wang.

Users of NetTopo should not download NetTopo from this kind of network, because the SourceForge was actually
banned by Xiao Yuan Wang.

It is strongly recommended to use other open networks for downloading NetTopo.
